No. Strictly speaking, there is no rule or command that forbids Jehovahs Witnesses to have non-Witness friends. However, having close relationships with worldly people (as all non-Witnesses are called) is very strongly discouraged. Being friends with non-JW is equated with disobeying God.

Do Jehovah Witnesses have wakes and funerals?

Jehovahs Witnesses focus on simplicity and modesty in their funerals, and do not believe that the dead are conscious. In deference to the Bibles teaching, Jehovahs Witnesses do not partake in wakes, anniversaries of death, or anything lavish when related to a funeral.
